To do that she has to dedicate a large part of her own magic capabilities to it. That's part of the reason why she is so unstable and looses control over her power whenever she gets emotional, the capacity she would need to properly control her own power is dedicated to control Tatsuya's power. Naturally she doesn't do that because she want to but because of orders from their family. As others said the end here is Miyuki temporarily releasing pledge unleashing Tatsuya's full power while at the same time regaining her own full power.

Think of it as Miyuki unlocking some of Tatsuyas power
