Tatsuya's self repair spell is not what lieutenant Fujibayashi (the lady) was referring to when she said that Tatsuya is "one of only two in the country and a rumored 50 in the whole world." only Tatsuya can use that ability. I am not 100% sure since I have not read that novel in years but going off the flow of the conversation I believe they were referring to his ability to use flash cast. By going through the CAD he was using in the match he would not be able to cast a oscillation spell capable of creating that shockwave. In other words he cast it by recalling the activation sequence from memory (flash casting). This is why the animators used Cardinal George's inner dialog to mention the change in his activation sequences. He changed his activation sequences to oscillation type magic so that he could camouflage his use of flash casting.
