It's just that magic has gone from being something fantastical to being a part of science just like physics or chemistry or engineering and computer science. Through that a large part of how magic functions was able to be explained making it readily available to all those with a strong enough innate ability to use magic.

The magic that people use is basically just coding, so anyone can download it. However, people all have certain magic that they lean more into, as shown in the case of Leo, It's different for everyone, but a lot of the things can overlap.
