"He is younger than Rukia" You think this, why? He is young, but only by captain standards. We have a statement saying Toshiro is older than Hinamori, and Hinamori is from same shinigami generation as Rukia, so it makes more sense to assume that Toshiro is older than Rukia. It is not confirmed either way, though. You don't have to try that hard to defend him, cause TYBW Toshiro in 2nd invasion is already really powerful and not weak by any means. He basically no diffed Cang Du (while Cang Du was in base, but still amazing) which is impressive. Maybe not at Rukia's level, but to be fair she went to the soul palace to train and he did not. Plus it's not like Rukia was not always very talented herself, it wouldn't be weird for her to start surpassing lots of people after getting a bankai which represents a shinigami's biggest power spike. You could still see Toshiro as stronger because it seems like Rukia's bankai cannot be spammed as much as his, like she would reach her limit sooner. So in a gauntlet format running through multiple opponents Toshiro would be superior, but she is superior in the 1 vs 1.
