Chad wasn't defeated by the skull-mask guy. He was defeated by the guy that Kenpachi defeated. Also Rukia has used Tsugi no mai, Hakuren a few times, which is a "beam" of ice in any direction (described as an "avalanche" of cold air), which is different than Some no mai, Tsukishiro, which is a circle on the ground that freezes everything within it. Hakuren is more versatile, while Tsukishiro is more powerful. From what I can determine, both are quite hard to use in a fight, because Hakuren is slow to set up (The 5 white blades going into the ground), while Tsukishiro is slow to fire.
