He truly believed what he was doing was what was best for the Leaf, but at the same time he believed that what was best for HIM was also best for the Leaf, no matter how many died to accomplish it. Hence how Sasuke mocked him for preaching self sacrifice when Danzo was unwilling to sacrifice his own desire for power and influence.

2022-05-29 14:19:43 +0000 UTC19:06 Given Naruto managed to match Sasuke in their last battle despite Sasuke having access to the chakra of the other tailed beasts, it suggests to me that "if" they fought in the same way again then Sasuke would be more outmatched since he doesn't have access to the other tailed beasts anymore. Course Naruto now seems to lack the truth seeker orbs, but he didn't rely on them that much in the previous fight anyway. And one would suppose Sasuke would not fight in the exact same way if they fought again, so its hard to really say.
