Those are soul reaper not sayians. Where does it say soul reapers go stronger when they in near death situations. Don't confuse things.

If you remember shinigami can grow stronger from near-death experiences and Ichigo keeps doing that vs high-level threats and he was already on the higher side of Spirit Pressure...Long story short is, Ichigo has the Energy of a captain but not the experience or skill.
