They did say something along those lines. But there is nothing that confirms that's what happened. The sealing jutsu in general just don't really get fleshed out. All we can say for sure is what happened, happened. The reason is less important than the simple fact this is what we get. One thing I can think of that lends to it is that both Minato and Kushina's chakra that was stored in Naruto in the form of a seal were aware of both time passing and of events that took place while the chakra was sealed inside him. Unlike the Edo Tensei jutso where the soul it's self was brought back from the realm of the dead. In all of those cases none of them were aware any time passed at all. From their perspective they had died moments ago even though in most cases it had been months or even years since their soul passed on. Orochimaru also from within Anko and Sasuke when he was sealed in them was aware of things that happened. In general I think the fan theory makes the most sense with the little confirmation we get within the manga.

I think when they described the reaper seal for the first time that all sealed in it fight each other for eternity. So maybe he accomplished this while sealed. I think so at least.

I don't think it's ever really explained why Minato seemingly had an easier time with his half of Kurama, but it may have had something to do with how he's not really a jinchuruki, but rather a corpse with a tailed beast stuck inside him. Perhaps more importantly, there's also implications that the experiences of Naruto's Kurama are shared with the half inside Minato, so he underwent the same character development.
