As for your questions about madara, it was said when he first got reanimated that he lost to hashirama but was able to acquire some of his power and that he awakened the rinnegan later just before his death which then shows a flashback of him really old with the rinnegan. Thats why kabuto said he made him even greater than he was in his prime because he was never able to use his godlike uchiha+ senju powers in battle.

Third Raikage was down after he was hit with it, there were bruises on his body, meaning he was hit by it. Was it not Reanimation regeneration, he could have been either dead or immobilized... because Rasenshuriken deal microscopic damage on impact, which cannot be healed completely.
