This is 100% canon IRL, so the powerscaling in-universe makes sense, because you have to be top 10 to be able to END THE WORLD, so I'm somewhat sure many of the "world ending" designated deities/mythical beasts from other factions are some of the heaviest hitters in the universe by design as well

Gods and Dragons as a group are the strongest beings in the world of High School DxD. I think the power scaling is throwing you off because you’re under the assumption that the Christian mythology is the strongest in this verse, but that isn’t the case. The Christian mythology is just another mythology in this world. The Angels and Devils aren’t automatically stronger than everyone else (although there are individual Devils that can stand up to gods). As a matter of fact, Fenrir (the wolf and Loki’s son) when at full power is one of the 10 strongest beings in the verse at this point. On top of that, there are tiers of power within these groups. Not all dragons are in the same tier of strength, just like how not all devils are in the same tier.
