While this will likely be buried and not seen, something should be considered for that first case. It may seem like it was bad for the enforcer to be told to wait even though he had the guy in his sights, he was told to wait so they could box the guy in and he couldn't run. At that point, the woman was scared, but not losing her mind and the guy was still a non-lethal target - had the enforcer waited another 30-60 seconds so they could prevent an escape, there likely would have just been one taken into custody and the woman may not have needed to be shot at all. One shot from paralyzer mode didn't stop him, but 2-3 shots may have knocked him out and prevented him from running and further traumatizing the victim.

It's like her first day at the job. She read the book on how to ride a bicycle, but this is the first time she is riding a bicycle. Also, she is not the type of person who is suited to be a police officer. As you watch the anime, you will learn about this. She is a nerd who could have been many different things, but decided to become a police officer. She is a mild-mannered person who isn't suited to be a police officer.

So he doesn't watch it on his own, and he needs to react and talk to chat, thats the point. Yeah, he misses things. So what. Watch his reactions or not. In germany we say: "Mach es oder lass es."

You get assigned a compatability score for each ministry and choose your job from that. She was the only person in her class to get an A for the police, so she thought there was something there that only she could do.
