The bandits (Dan's group) didn't know the concept of a celestial dragon from reading it in the newspapers in a much earlier episode (until this episode, they seemed to understand Sabo's parents couldn't do anything against the world government and celestial dragons despite being Nobles). Ace also didn't understand what a celestial dragon was even though he shouted he was gonna kill them. At the end of this episode, even Ace admitted he was confused about what killed Sabo. ACE never took any revenge measures in his travels. And LUFFY hitting the celestial dragon in Sabaody wasn't retaliation for Sabo. It just happened. But I also believe even Luffy understands that hitting the celestial dragon he hit didn't exactly meant he got the guy who killed Sabo.
