To quote the old adage, guns don't kill people, people kill people. This System would be great if its subjects weren't self-centered bastards. The problem is that even if almost everyone on the planet isn't such a bastard, it only takes one to spoil it for everyone else. Even a race that wasn't as badly behaved as humanity is would probably always have a few around, simply from reasons of insanity.
