Matt you would be able to breath the air the dinosaurs did, infact the oxygen in the atmosphere then was lower than it is now. Oxygen poisoning is a thing but at no point in earths history has there been enough oxygen in the air to cause this. Also you pass out from lack of oxygen when you hyperventilate not from oxygen poisoning.
