when annie spoke about "honing your titan killing skills just to stay out of the way of killing titan", she means that only the best can serve in the MP (Military police) and they work in the interior walls. Interior walls have less exposure to titans which is ironic as they have the most talent and should actually be in the scout regiment (thus implying those who joined the scout regiments are actually not as naturally talented at gifting titans and more likely to die, whereas the best at killing titans are kept in the interior walls, away from killing titans and probably softening them up)
