20 Power bug!

I got reports from a few players about a weird bug which locks out the progress.
They somehow get to 20 Power before Zoe's repeatable events(which shouldnt be possible) and then apparently, after the scene with Alicia, Rebecca and Amelie in the cell it doesn't progress the main story further.
I tried to recreate it myself but I can't seem to do it.

What did you do just before the bug(which scenes did you trigger)?
Were you playing fresh start of 0.3 or from an older version's save?
I will work on a fix regardless but you can help me do it better and faster!
