The only thing I can think of that can make any semblance of sense with Kiryu seeing Terada back then and not bringing it up until the rooftop stand off is that Kiryu was too young back then to understand that these guys were Jingweon Koreans.
I think Kiryu only learns about the Jingweon being a thing in this game but by the time he does Terada is already "dead" and therefore it wouldn't have mattered if he was a Jingweon survivor.
Probably why he had to "off" himself to get rid of any suspicion that he had a part in everything that went down.

The Yakuza series is carried by its characters and how it makes you feel about them. That's the emotional core of this franchise. The actual overarching crime drama stories get downright stupid with twists and ass pulls however. A lot of them by far not as over the top entertaining as the ending of 2 though. You have to take the melodrama at face value or this series will brake your critical thinking mind.

I didn't watch every episode so maybe I missed it but did you play the three Majima Saga chapters?
In the ending of this episode you mentioned wanting to do other stuff (Four Shine, Majima Construction, Amon, etc.) but I don't think you mentioned the Majima Saga at all.
