The Dalish knowledge of elvhen is sketchy - it's acknowledged in the lore that it exists now as a broken language, so a dalish inquisitior might not know everything that's being said. As for the elvhen spoken in the Fade - it is untranslated for a reason, I would not recommend looking it up until you've finished the full game and DLC. I'll give you this one though, "ar lath ma, vhenan" means "I love you, heart". I think it's very sweet and says a lot about Solas. He falls hard and fast, despite all his apparent hesitations.

Just to clarify about Cole’s quest, Varric wasn’t planning on having Cole kill the Templar when you went to Redcliffe. He says to Solas “I don’t think anyone was going to suggest that, Chuckles” when they bring up killing him. It was just about how Cole works through the emotions i.e. forgiving and forgetting as a spirit or living with and overcoming the emotions as a human.

The general rule is that elvish speech is not translated, which is why characters go around saying phrases such as "andaran atish'an" without a translation in the subtitles. Solas' quest is an exception. Outside of exceptions, the player is not necessarily expected to understand everything that is being said even if the Inquisitor understands. After finishing the game, you can look up the fan-interpreted translations.

They did not translate Solas' dialogue in the fade because it is a huge spoiler for his character. Please do not look it up. I guess the idea is your character the Inquisitor understands the elvish but you as a player do not because spoiler

Hey Mapo, not sure I’m someone has told you already, but to create an enchantment or a rune, you just need to buy a blank rune stone from any shop that has it in store and then try crafting in the forge.
