I'm not sure we can solely blame Disney for all of the Romper Room-esque storytelling and character arcs because in the prequels Lucas treated the Star Wars universe like a fancy, flashy, Technicolor theme park ride at Disney World. Hell, for all we know Lucas made the prequels bright, colorful and kid friendly in order to appeal to Disney execs and get a big pay day.
