It’s not just the world building. It’s his NPC’s and their interactions. So far, Shirou hasn’t gone out with Noble Phantasm spamming. Everything truly meaningful really has been the efforts of his group supporting him without his knowledge and their interactions with the “real” world for the “first” time. They’re the ones driving the story, not Shirou and his heroic intentions even though he is still very much involved. He isn’t the one with the biggest impact on the world, despite all his power. Fate kill is good, sure. But we begin that crossover in that universe on the good side, good and evil defined already. Hero and sword pulls from overlord in that the universe was first told from the “evil” side and thus we’re more invested on either side of the spectrum as they interact.
