So those were more or less accurate Edo-period firefighters. The whole "we claim this fire!" thing did happen, as the various firefighting companies were very competitive about who would get credit for saving the city from the latest fire. And that was also pretty accurate equipment, 'firefighting' in Edo Japan as pretty much just tearing down buildings around the burning one to stop the fire from spreading, and waiting for it to burn itself out. Lots of climbing around with ladders, and pulling structures down with the hooks. The big white sign the one guy yelling about who was claiming the fire was also spot on, it's called a matoi, and every firefighting group had their own unique version, with one person in each group being the standard bearer, who was supposed to be the first on scene, climbing up to the highest nearby point and holding the matoi aloft as a rallying point the guide the rest as well as show the locals who was doing the work. It's pretty safe to assume almost everything in Wano is in some way a reference to historical edo period Japan.
