Yes, Germany can absolutely get that flooded. We had a catastrophic flood in 2021 actually. It hit hardest in a place called Ahrtal with 133 dead in that region alone.

Another German here. Dude was born in 1962, so it makes sense, he could be called Adolf, altough the name lost loads of popularity after WWII, for obvious reasons. As Profi206 said, it's not illegal to name your kid "Adolf" in Germany, however, the responsible registry office has a right to decline the name either in the interest of the child's wellfare or when there is suspicion of a political motivation from the parents. According to Wikipedia, the name "Adolf" is currently given to 15 children yearly in Germany.

as a German viewer I can say that Adolf isn't common in Germany anymore for obvious reasons but its not banned to name your kid Adolf. But the only people I ever met named Adolf were of the older generation.
