Though Squad numbers don't necessarily reflect on the order of strength, the numbers/ranks within each Squad does. Below a Squad Captain is Lieutenant(second strongest) then goes on with Seat rankings in sequential order(ex: 1,2,3,4), if I'm not mistaken.
