The four emperors and the marines have a sort of a balance. If two emperors were to fully go to war against eachother, once the dust settles it's likely that either the marines, another emperor, or a third party would come in and take out the weakened victor. So they have a balance in that they know that they can't just totally conquer each-other outright or all the dominoes start to fall. So yeah, Kaido was probably planning to show up at the end of the war at Marineford and take out the victor, but Shanks stopped him.
