Oda has a plan but he does add things to the story as he goes. Originally the 7 Warlords were not going to be in the story. Also, Vivi was never meant to be a big character. She was originally designed as a minor antagonist for Whiskey Peak then Oda drew her with her hair down and thought she looked like a princess so decided to make her one.

Yeah, around like when the manga got to the start of the previous arc it was on, Oda senpai said he the story was about 80% of the way there, so we still have a solid 5-6 years or so. Anime still got time even after that

Cuz there are people out there thinking OP is justt a show where the author just comes up with random idead every week and that's not who Oda really is. he certainly has a plan from start to finnish and I believe it will be done on 5 year max I hope. I think like when the series is done and people understands its not just week to week with random episodes and actually a damn.good-written story, it will become like the Mona Lisa of arts.
