Cavendish was popular before Luffy set out to sail, meaning before our story began. Remember even in Paradise we only sailed on of many possible routes, not nearly encountering or hearing of everybody in the world. That´s the beauty of One Piece. It feels like a real, living and breathing world, which obviously has a past and many current stories happening we don´t even know of... :)))
