Yeah Jimbei was mentioned briefly as Arlong's former superior. Also his 'First Son of the Sea' title is one of those cases where there is simply no good way to translate the actual meaning of the title into English since it's based on both a bit of word play around how the katakana for the title is written out, and specific terms used to describe high ranking Yakuza members. The closest would be something like "Don" or "Godfather of the Seas" but with some added wordplay that implies a sense of chivalry and honor.

Daddy Jimbei has arrived! Yeah the name of a Fishman Jimbei who was a member of the Seven Warlords was mentioned on the episode where Luffy was heading to Arlong Park. He was brought up as a fellow Fishman by Johnny as a sort of comparison of the level of physical strength to expect when facing Arlong. (All things considered, Arlong was taken down pretty easily in retrospect. Jimbei is obv MUCH stronger, being a Warlord and all lol) But it wasn't really necessary to remember; just significant as a callback to early episodes to show how far back Oda thought ahead.
