The issue with notifying the people of the nation is that each and every citizen then becomes a point of risk. As they explained in episode 409, during one of these "excursions" where a citizen decides to leave to have child, and comes back pregnant with a girl... If the marines somehow found out because some naive citizen accidentally let it slip, they'd be forced to report it to the world government because the Boa sisters are still (il)legally the "property" of the celestial dragons. This would instantly overrule Boa Hancock's status as one of the Seven Warlords and subsequently destroy the isolationist protection for the island that her title brings.

Luffy at this point is 17, so Hancock's got a dozen years on him. - I feel bad for Aphelandra's back. Those dinner tables only come up to her kneecaps.

Also, light and darkness is a heavy theme in this show. As well as enslavement and freedom. I don't know how many times Luffy's been captured by now but it's a lot. It's to signify freedom, how much it means. I think Luffy is like a sun freeing people of enslavement. -Zoro was literally bound to a cross -Nami was mentally imprisoned by Arlong -Usopp was imprisoned by his self esteem? -Sanji was beeing held down by guilt toward Zeff saving him -Chopper was held down believing he was a monster -Robin was always chased -Franky was also tied down because of guilt -Brook was trapped on the broken ship, even got stolen his shadow

And also how damn good Oda is. "I can introduce a character by having her literally kicking a kitten, and before you know it I will have you crying for her!" is just him flexing on us.

For me is the plasticity of your mind, adapting, expanding (but since I'm no expert, I can't say it as a fact). Its something that although isn't uncommon, some people don't have or lose (and I'm very much afraid of that).
