Lafitte, his crewmate, breaks into the meeting and recommends blackbeard. Blackbeard's whole reason for even chasing luffy to begin with was to turn him in to prove his strength and replace crocodiles empty seat. edit: by the way you're right about the flashbacks and stuff. The pacing from here on out is generally pretty bad and never gets better. One pace is always an option if you can't stand the bad pacing.
