Don't confuse the Kekken Genkai line for him having the Sharingan already. Basically what the village is trying to say there, is that he's an Uchiha, the heir of the clan for that matter, so its only natural to assume he will have the Dojutsu.
Info Notes. 7 facts about Itachi.
1. Itachi sees Takeshi as a kindred spirit.
2. Itachi wonders at times if Takeshi has a kekken genkai, finding his near unlimited stamina beyond the range of normality.
3. Itachi and Takeshi already know the clone jutsu and henge jutsu, but a certain author forgot to put those jutsu in the data card.
4. Itachi and Takeshi already know how to walk in walls and water. Mikoto taught them.
5. Itachi is better than Takeshi at shurikenjutsu, but Takeshi is better than him with Kenjutsu.
6. Itachi wanted to teach Takeshi the Fireball Jutsu, but he was forbidden from doing so by his parents to avoid the elders of the clan making a scene.
7. Itachi asked his father for a wind style jutsu for Takeshi's six birthday, Fugaku at first said no, but in the end, the man crumbled, and promised Itachi to teach Takeshi an elemental jutsu before they are enrolled in the academy.
