Yes he could have used a speeder if he could find one that is still functioning but then he can just get shot down and invisibility drops when he attacks so he would have to spam it wasting magicka that could have been used for something else. Vampire lord gives a massive all around power boost that if anything else goes wrong he could handle it properly and deal with the problem. The Republic and Trade Federation had proven from this fight they have a lot of resources dedicated to the sole purpose of killing all of them especially Corvo and Jango. So when in doubt nukes out.

I know he wanted to keep that a secret and now he has a bunch of loose ends. He could have just grabbed a speeder, cast invisibility and done the same thing.
