Regarding the nacelles, I believe everybody is right. The Pilots did not have any lights in the nacelles, basic lights early, then the spinning effect with Christmas lights into season 1. Check out this vid, it shows the evolution of the filming model. Skip to 12:21 and they will address the nacelles, even have a pic of the internal mechanism of the buzzard collectors. To have individually addressed LEDs, that have a random program for flashing color along with variable timing that you could adjust. That's something as you said some Electronics wizard could put together for you. I have seen kits made for the 1:350 scale models that are just colored LEDs that can Flash and simulate the circular motion, but I'm sure they can be done to do so in a random manner like these lights you have found.
