NEW RULES:
Characters that were not drawn this month will have 20% * months of their previous votes carried over to this poll. For example if a character has been present in the character poll for 3 months in a row, they will have 60% of their previous votes carried over.
Carried over votes will be reset to 0% once they are drawn or were not present in the last character poll.

REASONING:
Like I did say previously I was thinking of debuffing Mumei or characters who keep winning, but it made more sense to me to buff characters who are always so close to winning or constantly popular but not enough to win it all. I shouldn't punish Mumei fans for winning but rather give the characters support who have been constantly trying to get to the top but fall short every time. With this change, as long as the character consistently have a fanbase and gets voted to the character poll, they will eventually accumulate enough votes to win. I did some math that didn't even end up being relevant in the end of the day for what the carry over rate should be if you care lmfao

I really like how the rules are set up! It seems like a really fair set up, plus it can incentive picking someone you like but don't think will win the poll on the first go round. So it might cause a bit more diversity in choices by that alone.

So… if a character has been requested but not drawn for 5 months, 100% carry over… which is a lot, but also 5 months is really long to be waiting!
