Uh? There is a link in the tutorial that leads to the github page. If you scroll down a tiny bit, there you see a large green "Download Now" button....click it! That leads to another page with all the different versions and another green button "Download Latest Version". Click it! Its a ZIP file, extract it somewhere and launch the executable.
