The Pandora Initiative was founded in Europe, Vatican City, on March 6th, 1973 in the wake of World War Three’s (LINK - CONTENT: EVENTS - WORLD WAR THREE) conclusion. With the first wave of Evohumans being the primary cause of the Third Great War’s outbreak, anti-evohuman movements began to gather traction. Founding members Jupiter, Juno, Ceres, and Mercury (LINK - CONTENT: GROUPS - THE PANTHEON) united several Evohuman groups to combat anti-evohuman extremists and form the first wave of The Pandora Initiative. The eight months following their founding marked their first campaign to overthrow the local government. On October 29th, 1973, The Pandora Initiative overthrew The Pope and seized Vatican City. These events resulted in a multiple-decade-long feud with the Catholic Church (LINK - CONTENT: INFORMATION - RELIGION AND EVOHUMANS).

The founding of New Elpis on August 7th, 1979 (LINK - CONTENT: COUNTRIES - NEW ELPIS) caused a noticeable stir within the revolutionary group. Heavy criticism was levied from Jupiter and Juno at The Trinity (LINK - CONTENT: GROUPS - THE TRINITY) for endangering the wellbeing of Evohumans by providing an exclusion zone for “their kind.” Juno (LINK - CONTENT: P.O.I #18 - Cassandra Leve “JUNO”) is quoted as saying “It’s an insult, a place to contain us at the bottom of the world! We are not to be thrown away and forgotten, we are the future. We are your salvation.”

After solidifying their power base, The Pandora Initiative’s influence grew. The founding members turned their focus away from managing the group, to pushing a supremacist Ideology. This was perpetuated throughout the group until the sentiments were shared and normalized. People without powers are said to be in need of protection from malicious Evohumans. It is their view that the Evohumans within the group have a responsibility to protect these people. In return for this protection, the unpowered members of the group are to serve their Evohuman rulers resulting in them becoming second-class citizens. 

The Pandora Initiative have coined the term “Moon-touched” referencing Aurora (LINK - CONTENT: EVENTS - AURORA, SECOND MOON), as they believe the arrival of the second moon is the primary reason for the development of Evohumans. (EDIT: February 17th, 1994) While this point is still highly debated, its inability to be discredited has only served to heighten The Pandora Initiative’s growing popularity.

While Europe may have been its birthplace, The Pandora Initiative did not see substantial global growth until it gained a foothold in The United States. Freshly awakened Evohumans between the years of 1985 and 1997 were often recorded to be followers of the movement, continuing to spread the ideology through the use of their powers. (EDIT: December 12th, 2003) Through recruitment campaigns and public service announcements, The ECU has managed to decrease the number of Evohuman supremacists by 62%. (EDIT: January 9th, 2005) The recent increase in global social media activity has also allowed The ECU to reach out and protect vulnerable Evohumans from indoctrination, further decreasing Evohuman supremacists by 23%.
