I don't think that work because of what Gotham fundamentally is. Gotham is quite literally hell on earth, it is so filled with evil and darkness because heaven literally focused most of the evil in the world on one place. There such an insane amount of darkness concentrated in Gotham its not even funny. Healing the minds of criminals, at least in my mind, would just cause other people to go crazy and become evil because they're a symptom of something much, much larger. Although Arkham is also just a representation of how the public mental health system fails people so it wouldn't be bad to try.

If he came up with ether a device or potion that healed and restored the troubled minds of ppl sent to Arkham asylum. Think about it, the points and levels from curing the joker. Plus Bruce would love this because his whole thing is trying to give these ppl a chance to return to sanity and become productive members of society again. This would knock out most of Batman's villains who are the regular mob and gangbanger. And I didn't forget mr.freeze Leon could build him a device to become normal and cute his wife. I'm pretty sure Bruce would pay out the nose for all this to happen lol

Leon could get lvy in his bed, just by making 2 things. one a potion or object like an totem pole that cleanse area of harmful chemicals and waste and restores plant life too The other item is a healing potion that gives her back the ability to birth children naturally again.
