Rule of the Month - June 2021 - Non-Lethal Munitions

Even in the Fallen Earth, there’s no such thing as a “non-lethal” munition, in that any munition has a chance of killing its target, even by accident. However, X Teams are well trained in the proper use of the mixture of concussion grenades, dart guns and baton rounds available to their forces.

A mission briefing may specify that non-lethal munitions are being used. If so, then all characters are equipped with non-lethal munitions at no cost. If non-lethal munitions aren’t specified in the mission briefing, a hero may elect to take non-lethal munitions as a Weapons upgrade.

All F tests made by a hero with non-lethal munitions replace the dead state with the down state in bogeys and the wounded(4) state in characters. Therefore if a bogey becomes dead, they become down or wounded(4) instead. This means that characters must still expend enough successes to make the target dead before generating any bonus actions, but instead of being dead, the target is down (bogeys) or wounded(4) (characters).  Characters that cannot usually become wounded(4) can be made so with non-lethal munitions.

If an already down or wounded(4) target is hit by a subsequent attack that causes them to become dead, then they become dead. In addition, bogeys and characters can still be killed by characters with non-lethal munitions in CQB, as this is a D test, not an F test.

Non-lethal munitions may not be used in the same action as the Explosive or Lethal upgrades.
