They realize pain's plan is flawed tho? like they may not have connected the dots to our real history but they understood its a bad idea. nuclear weapons didnt lead to peace in our timeline either. the 2 major superpowers at each others throats with world destruction at their fingertips, all the while fighting proxy wars in asia and the middle east. how is that peace? they tried to solve the world wars with threats of mass destruction. the great shinobi wars are equivalent to the world wars and pains "solution" is going to be threats of world destruction and proxy wars. thats not peace either. they are rolling their eyes because its a bad plan, they dont need to have studied up on cold war history to feel its effects in a post-cold war world. its eyerolling because pain is being obtuse himself lmao

It is pretty obvious that Pain's answer is almost a direct reference to the use of nuclear weapons and the cold war / age of Mutually Assured Destruction that followed. Every reactor rolling their eyes at it are just being beyond obtuse lmao Great mashup though.
