I don't think it's really anything too complicated. I mostly just look at the original design and try to let it speak for itself. ^^ Based on what animal it is I decide if there's any existing monstergirl archetypes that it'd fit into, like mermaid, harpy, lamia, taur, etc. And I try to work out what body type would be most appropriate given its size/proportions. (Though sometimes I make some exceptions based on personal preferences) And then I try to identify the key traits that define the Pokemon's design and how I can work them into an attractive humanoid form. Ideally I like to squint and be able to recognize the base pokemon. In Wailord's case, obviously a "fish" (mammal) can be a mermaid and a chubby build fits the large round design. And since being huge, round, and blimp-shaped are Wailord's defining traits that's what I tried to emphasize. Reducing the size of the facial features and making the humanoid body smaller in relation to the lower body helps make her look bigger.
