The character is an officer from a steam punk like ww I/ II setting. A bit like Yōjo Senki (jap. 幼女戦記) / Saga of Tanja the Evil but with steam powered mechs instead of magic.
The issue with this mecha wunderwaffe was that in the first iteration the steering was pretty direct so a fall of the metal machine ...
Anyway if you haven't watched it I can recommend Tanya the Evil
