The op amp amplifies DC too, so it would be there in the output. As long as the peak does not exceed the positive supply of the op amp, it will work just fine, otherwise it clips and would read at most 15V. If you want to remove the DC component, you would need a decoupling capacitor between the oscillator and the peak detector input.
