When I was younger, I would plan for a little cheap navy for a small country. Small patrol boats do most of the security work. 36 m - 40 m boats do the "navy" stuff -- with ASW, surface warfare and air defence variants. Small ships can do most of the "navy work", except global power projection. The Russian Buyan-M corvette is like any frigate.
