The one thing I've heard on this is the under-ice capability. Imagine trying to punch up through the ice if your forward planes are on the sail...yikes! So they put them on the primary hull, and some of them swing-in, like fold flat into the hull. Some of the ones with the planes on the sail rotate to be vertical so they hit the ice like knives instead of wings.
