I made this drawing in three main steps:
1- Making the sketch; where I will define where the horizon line will be, and where and what objects I will include in the drawing.
2- Details level 1; add the main colors to each object, make some changes, and make a detailed drawing of each object.
3- Finishing details; make more small changes, add color effects, lights, shadows, and line effects to each object.
