The guy jinwoo killed and turned into a phantom was an a rank hunter. Igris on the other hand was probably a S (or "higher") rank monster... So you were kind of right, just not about the hunter.

The other guilds that have been trying to recruit him are private organizations, whereas the association is a government entity that regulates and watches over all hunters and guilds. But being a government agency, they actually don't get paid as much and don't do as many raids. Their goal is management and keeping things moving forward. From like moral and importance standpoint its actually a really good offer, and probably would have been a good fit for Jinwoo if he were just a normal S rank. They were offering a VERY high up position, probably to one day replace the Ceo. But Jinwoo wants to keep getting stronger, so he needs to do high level raids. Which the association doesn't really do.
