I've been e-mailing back and forth with the artist for a few weeks, trying to come up with a viable payment method, but so far nothing has worked out because of the card transaction ban between our two countries. For what it's worth, I'm not in favor of punishing the citizens of a nation for the actions of their government, but it looks like there is no way to proceed with this particular artist. This is only for the moment, though, as I will certainly honor the commission as soon as restrictions are lifted (even if I also commission a different artist for the same tarot card idea).
