School bullying is a really heavy topic there (burning skin with hair iron, beating up the victim until they fall unconscious, following them everywhere and beating up their relatives...) and a lot of the victims end up in such mediocre conditions that the physical and mental scars never go away. There's a drama called "the glory" that touches up on the matter and most, if not all, of the scenes actually happened in real life. They say "oh they're still kids, they made a mistake but it's ok because they're kids", imo if a "kid" is capable of doing adult crimes then they should face adult penalties too. What makes it worse is that those minors think that they're safe because the authorities are using this quote (which is technically true) to protect them, hence why they're not even afraid to do those type of things. The government has an image to maintain, that's why a lot of cases get dropped without much investigation.
