The most suggested themes were hypnosis, cowkini, and bottomless + sweater.
There was also a suggestion of oblivious lewdity that I kinda liked. Might combine a few of the options.

It's done via voter submissions. A winner can't be suggested again for 6 months. Curly Brace was in Poll #1 and she didn't win, actually. I don't know why Shantae overwhelmingly wins when she's in the polls though.
