I think you misinterpreted the ending between Piper and Leo. Leo doesn't want to leave Piper but, Piper realizes that he can't be around that often if he's an elder. So she has to sadly let Leo leave and become a single mother herself just because she realizes it's better than letting not embrace his new destiny as a powerful elder. It's not good option either way but, at least this way it doesn't give Piper as much heartache.
