my very first thought was similar to yours, but before a device can MAL-function, it should work properly! Instead, my expaction for panel 13 was, that she still wears bra and mannequinizer and he activates the device accidently at the climax of their bedroom-activities: both are mannequinized, nobody is there to turn them back ... But that's far too quick and short for a CatainHarlock story, so striking a pose and dressing the window display while watching, how this story unfolds ...
